WPS, a Leading Provider of Individual Health Insurance, Adds Chief Medical Officer

Dr. Phil Colmenares joins WPS’ senior staff on Oct. 14

WPS, Wisconsin’s leading not-for-profit health insurer and top provider of affordable individual health plans, has added Dr. Phil Colmenares, M.D., M.P.H., to its senior staff. The new chief medical officer begins his duties on Oct. 14.

“We’re very happy to have Dr. Colmenares on board,” said Scott Kowalski, executive vice president of health insurance. “His experience in evidence-based medicine will help keep WPS on a disciplined path.”

Dr. Colmenares is originally from Reading, Penn. He received his BA from Franklin and Marshall College in Lancaster, Penn., his medical degree from Temple University in Philadelphia, and his masters in Health Policy and Administration from the University of North Carolina at Chapel Hill, N.C. He is also a Fellow of the American College of Emergency Physicians.

A U.S. Navy veteran, Dr. Colmenares completed his residency at the Portsmouth Naval Medical Center before becoming the chief medical and radiation health officer on board the USS California. His military medical career also took him to Rota, Spain, and Sigonella, Italy.

When he returned to the U.S., he came to Madison and worked in increasing capacities for Dean Clinic before making the switch to health plans. He has worked in the health plan arena for seven years, most recently as the senior medical director for Security Health Plan in Marshfield, WI. He improved processes and worked with regulatory, medical, and other health care organizations on local, regional, and national levels. Dr. Colmenares worked to reduce the per capita costs of health care and helped define care coordination, such as the management of diseases, cases, pharmaceuticals, and medical procedures.
